In the future, any city or region wishing to host the National Economic Forest Products Festival must submit its bid at least one year in advance. This requirement is outlined in the newly issued "Regulations on the Administration of the National Economic Forest Products Festival" by the State Forestry Administration. The local government at or above the prefecture level will be responsible for organizing and implementing the event. These regulations not only set the timeline for bids but also define the eligibility criteria, application procedures, and the minimum number of provinces that must participate in the festival.
The national festival may be jointly organized by the State Forestry Administration and provincial or municipal governments. Additionally, associations such as the China Economic Forestry Association, the China Bamboo Industry Association, and provincial forestry departments can co-sponsor the event. Cities with a prefecture-level status are eligible to apply for the hosting rights. Once selected, the bidding city must prepare one year in advance and take full responsibility for the event’s execution.
To qualify for the bid, the city must meet specific criteria. It should have a nationally or provincially recognized economic forest industry enterprise, a well-known premium economic forest town, or a major regional wholesale market for forest products. The application process involves submitting a detailed report, seeking approval from the provincial forestry department, and obtaining final endorsement from the provincial government before sending the proposal to the State Forestry Administration. A dedicated team within the administration will review the materials, conduct site inspections if necessary, and consult with relevant departments before making a decision.
According to the rules, the festival must involve at least two-thirds of the main producing provinces for each type of economic forest product. This ensures broad participation and promotes the industry's development across different regions.
It’s worth noting that this is a revised version of the "Provisional Regulations on the Examination and Approval of Organizing National Economic Forest Products Festival (Conference) Activities," which were first issued in 2002. The updated regulations aim to strengthen the management of these events and support the sustainable growth of the economic forest industry. The new policy came into effect on November 24, 2010, and the previous provisional regulations were officially revoked.
