In the future, the application for hosting the National Economic Forest Products Festival (or Conference) must be submitted one year in advance by the people's government at or above the prefecture level. These local governments will also be responsible for organizing and implementing the event. This regulation is part of the "Regulations on the Administration of the National Economic Forest Products Festival," recently issued by the State Forestry Administration. The rules outline the eligibility criteria, application procedures, and the minimum number of provinces required to participate in the festival.
The regulations also mention that the festival may be jointly organized by the State Forestry Administration and provincial (municipal, district) people’s governments. Additionally, associations such as the China Economic Forestry Association, the China Bamboo Industry Association, and provincial forestry departments can co-sponsor the event. Prefecture-level city governments are eligible to apply for the hosting rights, but they must submit their bid one year in advance and take full responsibility for the event’s execution.
To qualify for the bid, the selected city must have a nationally or provincially recognized leading enterprise in the economic forest industry, a well-known premium economic forest town, or a regional wholesale market for economic forest products. The application process requires submitting a detailed report, seeking input from the provincial forestry department, and obtaining approval from the provincial government before sending the application to the State Forestry Administration. The administration’s afforestation and greening management department reviews the materials, conducts on-site inspections if needed, and consults with relevant departments before making a final decision.
According to the new rules, at least two-thirds of the main producing provinces for each type of economic forest product must participate in the festival. This ensures broader representation and stronger support for the industry.
It is worth noting that on November 28, 2002, the State Forestry Administration issued the "Provisional Regulations on the Examination and Approval of Organizing National Economic Forest Products Festival (Conference) Activities." This time, the regulations have been revised to enhance oversight and promote the healthy and rapid development of the economic forest sector. The updated regulations took effect on November 24, 2010, and the previous provisional version was abolished. This update reflects a more structured approach to managing these important events and supporting the growth of related industries.
